You'll Know When it Happens Glitch : Fallout: New Vegas

I recently "completed" the you'll know when it happens quest. However after

Spoiler

killing the assasin and after everybody leaves the speech area, Moore still acts as if the speech is still going on

. Reloading and restarting the quest doesn't fix it.
