hlaalu cypher

has anyone tryed to decypher the hlaalu cypher in these two notes?

if nobody has decoded it can ppl provide me information on attempted cyphers so I can start there?

from my research I believe it to be a caesar box followed by a substitution cypher or vice-a-versa

I'm bumping this, because I feel it deserves an answer. I sadly cannot provide you with one. This is beyond my current level of expertise. But I hope that someone else here takes notice and provides some answers.

Concerning this, does anybody remember the link to that translation website? Some fellow gathered all the cracked cypher codes used in Morrowind (many of the documents used real-world cyphers, I forget if Hlaalu is among them) and put up a web page where you could encrypt/decrypt messages using any of Morrowind's known utilized cyphers.

The http://www.uesp.net/wiki/Morrowind%3a%50ackage_for_Caius_Cosades used a http://en.wikipedia.org/wiki/Vigenere_cipher with the key COSADES. Similarly, http://www.uesp.net/wiki/Morrowind:Sottilde%27s_Code_Book used the same cipher with the key SKOOMA.

Here is the cryptanolysis of Sermon Zero, which used both http://en.wikipedia.org/wiki/Steganography and a Vigen?re cipher: http://www.imperial-library.info/obscure_text/sermon0revealed.shtml

http://www.uesp.net/wiki/Morrowind:Neminda%27s_Orders used a simple http://en.wikipedia.org/wiki/Atbash cipher.

The http://www.uesp.net/wiki/Morrowind:Message_from_Master_Aryon and http://www.uesp.net/wiki/Morrowind:Response_from_Divayth_Fyr used an unusual simple substitution cipher with two-character pairs in the ciphertext and a lot of chaff. But to my knowledge, nobody has deciphered the http://www.uesp.net/wiki/Morrowind:Orders_for_Bivale_Teneran or the http://www.uesp.net/wiki/Morrowind:Treasury_Report, which do not match the ciphers used for other documents in the game. Clever, those Hlaalu.

I wonder who at Bethesda coded the messages. Whoever made them would know what they said and how they were coded.
