Chris left me in charge to launch the ghouls into space.
Where are the controls for that. He was mad they left him there.

He said to go to the observation deck. Follow the mission indicator.

It's all the way back at the top of the building.

The pointer in the map should tell you. Regardless, it's back in the area at the top of the facility where they were situated before you get the basemant clear. There's a door that leads to a viewing area.

Remember to look to your right before you launch them, there are some controls you might be interested in.

You could also try going out to the rockets and light a fuse, Wiley Coyote style. No?

As others indicated is in the building where you first encounter the ghouls and there's a door leading to an observation deck. When you reach the observation deck you can push a button to activate the doors+Platform for the rockets.
