cant turn off borders

my game wont let me turn off the borders i changed the ini to 0. I am using this mod http://planetelderscrolls.gamespy.com/View.php?view=OblivionMods.Detail&id=6186 Chapel shop and when i travel to it it tells me that i cant be here and transports me back to the imperial city

That not a border on / off problem.
If borders were on, you couldn't get there to begin with. When borders are on, the game does not "transport you back to the Imperial City".

Also worth noting is that there are 2 lines in the ini, I believe one is bBorderRegionsEnabled and the other is bEnableBorderRegion. I can never remember which one actually makes the change, I usually set them both to 0.

I opened up the ini and searched for both of those and could not find "bBorderRegionsEnabled" and i have not changed my ini at all and have no mods installed except for the chapel

Its called Oblivion_Default right ? because my game isnt even using that. I removed it from my oblivion folder thinking it would create a new one and I loaded the game up normally, quit and went back into my oblivion folder and there was no new one. Maybe I'm not looking at the right thing

If u're unsure which text or which .ini u have to modify, just use the Wrye Bash ini option.
There u can easily turn off the borders.

Its called Oblivion_Default right ? because my game isnt even using that. I removed it from my oblivion folder thinking it would create a new one and I loaded the game up normally, quit and went back into my oblivion folder and there was no new one. Maybe I'm not looking at the right thing

No you edited the wrong ini

Oblivion_Default.ini is template for generating Oblivion.ini. If you removed it, you may need to reinstall your game, in worst case.

Did you look in the Oblivion/Data folder or My Documents/My Games/Oblivion folder? The one you want to modify is in the My Documents/My Games/Oblivion folder. bBorderRegionsEnabled is under the [General] section about halfway down.
