Is EXP when shooting damage based?

Ive seen videos where people will do damage, and sometimes get EXP and sometimes not. this kind of bothers me because since people become incapacitated instead of dieing instantly. im not sure how EXP works in that sense, so is it damage or kill based?

This can also make finding hostile undercover operatives easy. So much for that "nerves of steel" comment I read earlier.

I thought it was kinda both. You get some XP for every hit, but it looks like from the videos that a kill is worth a flat rate of 30 XP.

Damage based.

Yeah its damage based but there is also xp for being near someone who kills someone, and bonus for killing someone when you are surrounded by team mates. So its not the only source of xp,

Its 1 xp for 1 pt of damage, its 20 for a kill, and its an extra 10 for a kill with team mates nearby. kill there meaning incapacitate, i think.
It is also worthy to note that it is only 2 points for killing an incapacitated enemy.

IE: 20 damage = 10exp

Or percent health based

Like 20 damage on a light is = 10 exp
but 20 damage on a heavy = 8 exp

Strat guide says "Damaging an Enemy (per point of damage done) Xp Reward = 1

Pretty sure you get XP for dealing damage, and then a little bonus for actually incapacitating.

And when they're incapacitated, you get XP for damage, but you only get a bonus for a melee finish, not for shooting them until they die. Or you get a bigger bonus for the melee. I'm not sure.
