Which is? Sorry I've never seen this bug posted before, I assume you're referring to a glitch that was in Oblivion that is in New Vegas that causes... something... to have two heads?

It shows the facial features as having two layers, such as when a follower talks, it would show a second mouth in between his moving lips. Its kinda creepy.
