Glitch at lucky 38 casino

I am on the quest Wild Card: change in management. I went into the lucky 38 casino but it won't let me talk to Victor or activate the elevator. The marker on the map is pointing me toward the elevator but when I press A, there is a clicking noise and nothing happens. Also I checked a guide online and it said that I must talk to Victor and he will command the elevator, but it doesn't work.

Well I am experiencing a similar glitch in Lucky 38. The elevator does nothing and I'm stuck in the Presidential suite. I cannot talk to victor because I already killed house. I am really disappointed in this game and the developers. I ( like a fool ) pre-ordered the collectors edition of this game only to suffer the DLC glitch. Then i figured I might as well keep the game and wait for the patch (again I am a fool). I thought that the bulk of the glitches will be resolved with the patch. After I had downloaded the patch I soon realized that the bugs are FAR from gone; from NPCs stuck in walls to quests that could not be finished to now THE MAIN PLOT LINE QUEST BEING BROKEN!!!! was this game tested? ppl say yes but I have my doubts. Even worse, it has been far to long since it launched for these bugs and glitches to be effecting game-play. Well I learned from my mistakes and I refuse to buy any sort of DLC. This game and complete lack of support has caused me to lose any sort of faith for either companies involved. This game was a gigantic step backwards from fallout 3 ( and in regards to playability a gigantic step back from fallout 1). Rest assured that in every user review that I fill out, I will try to get ppl not to buy this broken broken broken game. What a waste of money! I mean it's not like I haven't been patient with this game, lord knows I waited here since the launch of this accursed game for it to be fixed ( some glitches are understandable in a game this size but game breakers are unacceptable ) Congratulations to both companies for completely ruining the franchise that was, in my opinion ,one of the best out there (but hey its not like there will ever be a recall or a refund or anything like an apology). So, I hope you enjoy this fool's money and I hope you spend it well for it will NEVER happen again!!!!!
