Let's remember that the Inner Sea is where the tsunami is at, so the southern area of the Morrowind mainland is the only part affected by the tsunami. I do not think that the plantations around Vivec were as much de-fertilized as fertilized; remember that the mountain erupted with ash -like Mt. St. Helens in the real world.

Good spot - and maybe agreed in part. One Tsunami or more? The impact would create waves southward - but the explosion of the Volcano? That would go in all directions and cause tremors around it. Also you have to note that Volcanos get their major force from the massive forces pent up beneath them. Undersea tremors can cause Tsunamis.
Volcano ash comes in various flavours and with various other stuff. True, the land immediately around can become wonderfully fertile in time but in the short-term = years or decades, depending on what aspect we are considering, what you see is devastation locally and reduction in light for miles/tens of miles around at the least. Also massive boulders can be flung miles or tens of miles etc
Now what you get is extensive damage to agriculture and society if the area and effect is massive enough - and what followed once this had all done it's worst = Argonian Invasion before there was time to fully recover.
Someone said that the Telvanni Lords being so self-sufficient would likely suffer least - that may be so - but their retainers would have been hit hard.
What really remains unaffected other than freak pockets are likely those areas of the Province elevated above sea level - according to the height of the waters.
But ports and such wiped out. Big cities lacking the resource through trade with agricultural areas etc - food riots, disease. The Empire that was servicing or controlling various of Morrowind's needs in cahoots with Hlaalu suddenly ineffective and civil war on the House scale intensified with various bids for supremeacy and to corner remaining resources = chaos.
Hmmm - that would have made for a great game!
