Truly, if one had cut teh dragon at the end of OB's main quest, they would have surely drawn "blood".

I made a thread about that once..about the possibility of big chunks of raw ebony laying around the Temple square after Dagon and Akatosh fought. They surely drew blood on one another multiple times. Both sustained "fatal" wounds (enough to destroy their bodies.)
