What Do You Do When You Have Chim

If Vivec from Morrowind is any indication, acquiring CHIM means you do bugger-all and let a hero do the work for you apparently despite CHIM supposedly meaning you can do anything (including stopping the suffering of your people)

The two headed king is Talos, and yes, he had Chim. Tiber took the place of Shezarr (I say took the place, but he wasn't there. Alessia essentially made a space, in preparation for the advent of Talos.) as the devine center of Mundus, the Tower Talos.
