When i wear the blades armor she says "If you refuse to dress, I refuse to talk." but i am dressed but when i take off my blades armor and put on a cloth outfit she talks to me how can i fix this?

I don't know exactly what outfit you are refering to - the only one I know about is the mythic dawn robe, which has a value of 0, and then some armors from an alternate start mod that also have been given the value 0. That is in the construction set the same value as 'being nvde'. Vilja can't recognize the difference between 'being nvde' and wearing 0-value outfits. If you just wear anything with a value of at least 1 gold, she will talk again. Is the armor you refer to from a mod? Then, just put on a brass ring or whatever with value >= 1 gold, and everything will be fine.
