Can some one PLEASE help???

I was roaming around in the very beginning and he kept popping up and he seemed very suspicious. I thought there was something behind it, like he was evil. So, i killed him. I read on here that when he dies he comes back, but none of them actually shot him, so he's never come back :[ I now realize i might have f***ed myself over. Did I? What happens if you keep him around in the end or whenever??? please i don't care if theres a spoiler i WANT TO KNOW

I am pretty sure there is more then one "Victor". Because when I was in Goodsprings far into the MQ, the "Victor" there didn't have a signal. Just sat there with a fuzzy screen.

Oh he jumps from bot to bot!? That explains how I see him in front of the Lucky 38 and standing in front of the elevator every time.
