I am trying to start this quest and followed both Wiki and the hint guide.

1. Have Arcade Gannon in my party.
2. Got 5 points (been to every place mentioned)
3. Just finished For the Republic, Part 2

Is there anything I am missing? Is there a command I can use if all else fails to get this quest started?
