Jerky NPC animations

Does anyone else get the problem of NPC characters' animations becoming jerky, even though the game itself is running at 60fps?

This is already known and has been addressed already.

Search the forums for the d3d9.dll work around (fix).

There is one for Nvidia and ATI video cards.

This solution has help alot of people, until it can be officially addressed ( If Ever ).

There is also a ToggleEmotions workaround that can also be used as well - or in addition to the .dll

I am using that d3d9.dll fix. I have an ATI card and am using the proper ATI version. The jerky animations are still present.

Edit: To clarify, the game is running perfectly smooth and fine. The walking animations of NPCs, however, seem to run in their own thread and aren't transitioning from frame to frame properly.
