Help me pimp my build

I checked the wiki but its still pretty sparce about most stuff in the game, right now my Guns are at 90% so I wanna know...

Is there a list around that has the skill and SPECAIL boosting items available in the game?

I never wasted SPECAIL or skill points maxing out anything in F03 because I knew what kind of stuff (bobble-heads, books, RR armor, lucky 8-ball etc.) I could find to do it for me, dig?

Most importantly for me: what armor or equipment boosts guns, luck, and agility?

(So far I've only found the Sherrifs Duster)

There are less items that boost skills in this game.

There are only 4 books for each skill also, except that they add 3 points to the skill (4 with comprehension).

Don't take the strategy guide as fact. 3-4 skills have 4 books, most have 5, guns has 6, sneak has 7.

All of them are found around the world, in the open and in containers, with one exception. One science book is given out from a quest.

@OP: If you want, I can give you hints (nothing exact) of where to find the guns skill books. I'd give exact locations but some of the IDs don't clearly indicate them, and I don't have the time to associate the IDs with their in-game names. Some I do know the exact location of, however.

Forgot to mention implants.

+1 to any special for 4k caps (not very much later in the game). You can have 1 implant for ever point of base endurance you have (adding endurance through implants doesn't count, intense training does, though).

Implants aye?

I've already factored in finding a few skill books, so guess what I really need to know, is if there's something like the RR armor that had a +10 guns boost or should I just bump Guns up past 90%.

Gannon family tesla armor adds +10 energy weapons
Naughty nightwear adds +10 speech and +1 luck
There are various outifts that add +5 to repair science lockpick or barter

I wouldn't ever take speech past 70 since you can use the nightwear and a skill magazine to boost it to 100 whenever needed. I also wouldn't take lockpick or science over 75 for the same reason (the magazines can be easily bought from vendors and you will rarely need to crack open a very hard lock or computer). I'm assuming you take the comprehension perk since it is awesome. If you want to save a few more points on some of these skills you can plan on using drugs like party mentats (+5 charisma!!!) and keep your skills even lower.

AFAIK Stats cap at 10 - even with drugs and equipment.

Yes but anyone that doesn't have 10 charisma can save a few points on speech by relying on mentats for the harder speech checks.
