Side Bets BoS Help

I am heading out the Hidden Valley to talk to the BoS in the Side Bets quest and as soon as I get there I get shot at? I haven't even met them before so am not sure what is going on, can anyone help me out with this please?

No, the 1st Recon Beret doesn't count as faction armor. If you weren't wearing actual NCR armor them attacking you is a bug.
