How can one aquire this outfit?

The NCR Veteran Rangers wear it. They start showing up around level 20+. I haven't found anywhere to get it short of killing one, though. /sigh

They show up after you've completed the first quest chain for the faction you side with.

why is it called the black ranger armour?

they wear brown trenchcoats so why not the brown trenchcoat rangers instead?

Also why not make a variation of the armour without the brown trenchcoat? Then theyd look like badass swat with gasmasks.
