Going through the sections I see this section has two entries in it unchecked.
I have read a couple comments around that say check all import sections but what about this one?
It has:

1. P1DCandles_Formids.csv
2. TI to Cobl_Formids.csv

I'm so glad you opened this thread - I too wondered about the use of these entries and like you I find that asking questions in the official threads is really too much of a hassle and besides with http://www.gamesas.com/index.php?/topic/1114316-relz-wrye-bash-thread-50/ - you just know those Wrye Bash folks are going to probably focus on other people's questions more than questions like this.

I'd probably be told that the answer is in the readme or something.

To reply to your other point about my not being constructive.

I guess I have to wonder why it is that you are making a lot of threads asking basic questions about mod functions and tools - when the official threads exist for this purpose.

The readme also has this information.

But to answer your question:
1. P1DCandles_Formids.csv <-- If you have the Candles for Kleptos mod (p1DcandlesforKleptos.esp)

2. TI to Cobl_Formids.csv <-- replaces formIDs for Tamrielic Ingredients to depend on Cobl instead. So If you have both Tamrielic Ingredients and COBL

Looks like an incomplete thought there, but since I do have Cobl installed but not the other, then I guess I ignore it.
I saw the comment in BOSS about it.

Cobl Main.esm
- Do not use Tamrielic Ingredients and COBL at the same time.
