What would the denizens of Coldharbour act like?

I am making a mod on Coldharbour and I am wondering what the denizens would act like.

slavers, defilers, schemers, and rapists, I guess. That is his sphere, and the denizens are likely to emulate those behaviors.

I'm guessing a lot of vampires, most likely keeping non-vamps in chains so that they can't escape when they eat them or use them for grownup goodtimes.

Here is a description of the realm:
Molag Bal, King of Strife, is second only to his brother Prince Mehrunes Dagon in the enmity of our Emperor. His lands are the charnel houses the slave pens of Coldharbour, which hold no contrition for those travelers that visit them in error or purpose. That Molag Bal is allowed his holiday at all hearkens back to a treaty of ancient times, when he reputedly lent his infernal power to the creation of the first soulgems.

'The sky is on fire,' I heard him say as he moved on to the next realm. 'The ground is sludge, but traversable. I see blackened ruins all around me, like a war was fought here in the distant past. The air is freezing. I cast blooms of warmth all around me, but it still feels like daggers of ice stabbing me in all directions.'

This was Coldharbour, where Molag Bal was Prince. It appeared to Zenas as if it were a future Nirn, under the King of [censored], desolate and barren, filled with suffering. I could hear Morian Zenas weep at the images he saw, and shiver at the sight of the Imperial Palace, spattered with blood and excrement.

I'm just wondering would Molag Bal allow a normal town to reside though?

Well, even in the Shivering Isles there are merchants and guards and 'normal' towns. I think Molag Bal would allow that

By normal I meant a town not full of rapists and people ready to enslave you. A regular town where they would sell items, guards would actually do their jobs and the people of the town would give you quests to kill slavers or rapists.

i'd say no. the people living in the realm got there for a reason, and most often that reason is because they are aligned with the lord. if they are not, the influence of the realm will have turned them to the lord (like the people in the first SI settlement are waiting for "sheogorath's blessing"). there can be guards and merchants, but even they would be somehow influenced by bal's spheres. hes not all about [censored] and slavery though, he also spreads "seeds of strife and discord in the mortal realms." that could be incorporated easily into a "normal" town.
