Rasing the plane out of the lake? : Fallout: New Vegas

Anyone knows how to raise the plane out of the lake? I tried, but can't get it to riseup! Help!!!!!!!!!

If you've attached the ballasts, swim back to shore and stand by the harpoon cannon. You'll hear some beeping from the detonator.

You attached both ballasts to the wings on the plane? You went to shore afterwards and used the detonator?

Where do I get the ballast from, i talked the old guy! He told me to attach the ballast, but i can't find them in my inventory.

Swim down to the plane and look under each wing. There is a ballast outline kind of thing that you click on.

He gives them to you with the dentonator.
