Dragon...whispers?

Stealth characters should not shout. Shouting is not stealthy. Can we please have indoor voice thu'um, or even Dragon whispers? Maybe like if you sneak up on a cadre of bandits, you can whisper your three little dragon syllables and the power of the voice creeps around like smoke and wraps them in the warm embrace of deep, restive slumber, sending them off to frolic with Vaermina. Then you stab them. Repeatedly. In the throat.

From the looks of things, Dragon Shouts are mostly combat-oriented. Stealth characters are still forced to fight enemies head-to-head on occasion, and so will not find them useless. I think the important thing here is not to oversell Dragon Shouts as these super-magic abilities that lets everyone do anything and everything.

Game Informer preview, Page 58:

"Some unique words of power are spoken as a whisper, to aid in a stealthy approach, like the one that sends you instantaneously from one place to another."

So, yeah, whispers are in, but not everything can be a whisper.

There will be in fact one confirmed dragon-whisper. It lets you teleport unnoticed right up to your target. You'd use something like this for assasinations or pickpocketing, obviously. :)

So it's something that can be used anytime even in a city/town? I can use a "unrelenting force" on a crowd of npc's or the teleporting one on some guards in a city?

You can use any dragon shout/whisper in a city, just like you can cast a fireball anywhere. Thing is with the whisper, noone will notice.

So on the fly I can switch from dual wielding, to casting magic, and then dragon shouts. How will city guards even contend with that? Especially an "unrelenting force" dragon shout that is maxed out on its third tier? "Unrelenting force", switch to powerful magic spell, then switch to dual wield and its a wrap.

By the time you get "Unrelenting Force" on the third tier, no mere mortal will be able to contend with you anyway because of your level alone :) . If it's the 1st tier though, there's the cooldown during which said city guards can regroup and beat the (&@|* out of you. EDIT: Oh, and don't forget that they respawn XD

While it's in the cooldown state I just switch to powerful spell and cast it, then switch to my dual wield setup. It's still a wrap.

True, I'd imagine that only certain stealth oriented "shouts" (calling something that must be spoken in a whisper a shout seems like a bit of a contradiction.) are spoken in a whisper. Since I think dragon shouts are something all players can use regardless of their skills, I'm guessing there will be shouts aimed at all three character archetypes, meaning we might get shouts intended to complement magic as well.

Not necessarily, there's likely some limitations on said shout, I'm guessing it only lets you teleport to somewhere in you're line of sight and possibly can't even go through barriers, or maybe it can only be used when you're not being detected, the latter would make sense if it's intended for stealth as otherwise, I could see such a shout being useful in combat as well.

As has been said, fear not, for Dragon Whispers are already in.

At least one, but I doubt it will only be one of that kind. Expect a few Whispers, I say.
