For some reason mods wont start up.

I have been playing Oblivion for a few years now but I toke breaks in that time. I just starting playing the game again after a few months not playing it because there is a few mods I want to play. So i downloaded a mod called the Thieves Guild HQ i think and I installed it. So when i checked it off I went to the person i was suppose to talk to but there was no option to start the mod. I though I did everything right to install it so I asked on the Tesnexus page for it what the problem might be. So while I was waiting for an answer I decided to download another mod and see if it would work but it didn't. I am pretty sure I installed them correctly since almost every mod I downloaded before I was able to install them correctly. I also met the requirements for both mods. So how could I get them working if possible?

Start Oblivion Launcher and make sure the mod is ticked.

That was the first thing I checked once I saw that it wasn't working. Is it possible that I could have installed them wrong though? I went to the construction set and opened the mods up and looked to where it showed the quest stages. It showed the quests of the mod being there so I went back into the game and typed the player.setstage thing with the quest parameter and it said that parameter didn't exist.

If the esp is in your data folder and the launcher says it is active then it should work. Maybe this is a UAC issue? If you are using Windows 7 or Vista and you have oblivion installed in the default directory, under program files, then sometimes issues arise. Best bet is to install the game outside of program files.

...and your Oblivion game has the latest patch (or is the GOTY version which already has it)?

Well I am using XP but would the problem still occur in XP?

I downloaded the patch today to see If i had the latest one and when I was installing it said "old file not found but a file with same name was found. Not installing the patch" That wasn't exactly what it said but it is close.

Sorry for double post but I just want to say that I got it working by reinstalling the game to a different folder so thanks mcc84 and the others who replied.
