Consume Enchantments Mod doesn't work

And I don't know the Hex for the spell.
I updated it to the newest version and it's still not working.

I have OBSE 19b8 or so, and that's newer than 18b6. :)
Also, I updated OBSE, before then it still wouldn't work, and I'm certain it was version 18b6.

So, does anyone know how to figure this issue out?

Hey does feather alter your movement speed/combat speed? Someone said it did, but only if your speed and strength are at 100. It's news to me because I've maxed those two out a lot of times.
