In westerns yes. But in a medieval setting (TES isn't based in a medieval setting but it is most closely associated to it.), most people traveled on foot carrying their goods, with a minority of those people with horses and the royalty usually are the only ones using carriages. Carts are far and between as well. In the TES mythos, we have seen carriages and boats and horses but carriages have always been when royalty has been involved and most of the people walked, even the countess of Mournhold walked into Cyrodiil.
But as I said, it would be a nice addition, just make them a rare sight.

Carts were invented during the Bronze Age so it’s not a new invention.
Main difference is that oxen were more used to draw carts than horses in medieval and earlier times.
Carts would also fit pretty well in elder scroll but it’s not in of technical reasons, it’s pretty hard to animate a horse and cart on the uneven roads in Oblivion or Morrowind.
If the road tilt to the side the horse will walk upright but the cart will tilt sideways,
Worse you must be able to handle sharp turn at natural places like in front of the imperial city.
They has enough problem handling horses without carts.
