in which folder should the Streamline utility be installed?

Streamline comes with an Installation readme:

Extract the Streamline archive contents directly to the
"\Oblivion\data" directory where the game is installed.
Alternatively you can extract the mod where you want, and
copy the "Streamline 3.1.esp" and "Streamline" folders to
your "\Oblivion\data" directory.

true but one can`t read the instructions until after unpacking the file.

Why can't you open the file, double click the readme?

Because it (they actually, the beta and the patch) is an executable file (.exe)

Just extract it to wherever you have the files, then move them over as instructed.
I agree that it is a shortcoming of the mod - you have an .exe file which asks you where you want to extract its contents, without any indication of where it has to go.

Yeah, I really dislike exe installers. They were very popular for Morrowind mods for a while, which was quite annoying. I tend to extract exe's to a separate folder and go from there as I like to have control over what gets installed where.
