There is a "Contact us" link at the bottom of every forum.

However, I think you will be told to post your idea on the forums - if you look through this forum, everyone else does.

I am sure there are legal reasons Bethesda is not able to accept proposals. Best way to get your idea out is on the forums or a blog.
