GPS Guards

The thing that REALLY bothered me about Oblivion is that once you commit a crime, and some one sees it, the guards will immediately know and find you like they have some sort of GPS. Sometimes, i would commit a crime when there is no one around but im not sneaking and i would still get in trouble! Is there any news that regards citizens being required to run to the guards and only then can you actually get a bounty?

No one liked the psychic guards. They SORT of made sense, in the respect that Cyrodiil is the most orderly and refined of the provinces, but Skyrim definitely isn't that. Hopefully that feature won't be included in Skyrim.

It was always annoying when I stole say a spoon in Bruma with no one seeing it but if I talked to a guard in Leyawiin, he would somehow know that this common household item that everyone has at home was clearly stolen.

of course! that spoon was number 123 out of 216. ALL SPOONS MUST BE ACCOUNTED FOR!

I hated that, im like 50 Yards away and killing someone, yet Every Town or City knows i did it.

Yes, that was terribly annoying. Maybe this time the guards can't "lock target" like before, there must be a way you can escape even after being spotted and chased. Outspeeding the guards should make them lose eye contact, be desoriented for a while and then go back to their duty! Even inside a city you should be able to escape by hiding behind buildings. Re-hiding is essential for stealth, I hope at night you can hide in the dark and see the pursuer lose your track. The Thief series offered the best possible hiding/re-hiding system, I'd copy that anytime in any game that offers stealth gameplay.

I believe in the podcast Todd mentioned that we can rehide, hopefully the way it was done in Thief and not like GTA and Red Dead Redemption.

NPCs alerted of a crime should have to run out into the street to tell a guard if you steal something, so you get a chance to kil them first.

And if I kill a lone forester out in the wilderness, I shouldn't get a bounty. It would need the crime to get to some central (or you know, at least town sized) authority base for it to be registered.
