That region is practically all farmland and you throw a rock in Vvardenfell and what doesn't hit a Daedric or Dwemer ruin, hits a kwama mine. I'm not sure about a nearby ebony mine that the Empire controls though.

Regarding reeve, Odral Helvi is referred to as such. Nothing further is given though.
Isn't Odral Helvi also referred to as the Governor of Caldera somewhere? Maybe Cassius Curio's dialogue?
Regardless, however, he does live in the Governor's Hall, so I think it would be an appropriate term for a civilian administrator for Pelagiad, should you choose that route.
Who is greatly influenced by the EEC.
The evidence in Morrowind seems to paint the EEC as hands-off bureaucrats who outsource resource extraction to local intermediaries (e.g. the Great Houses) while maintaining strict control of bulk trade with the mainland by closely supervising Vvanderfell's main port, Ebonheart. The only major exception to this general rule is the case of the Caldera Mines, which is justified given the mine's status as the main largest single deposit of ebony on the island.
This general understanding of general EEC operations, when considered with the lack of high profit economic activity around Pelagiad and House Hlaalu's apparent dominance in the surrounding countryside (e.g. Hlaalu puppet master Orvus Dren's home is a stone's throw away), make it highly unlikely that the EEC would have a presence in Pelagiad.
