Haven't tried the other ones, but Spell Failure Chance worked very well for me in a heavily modded game using L.A.M.E as a magic overhaul.
My character was not a mage, though.

I've only tried Chargeable Spells, but I'm a huge fan of it.

I take it all three are incompatible with each other?

To make things complete, I quite like Sorcery's Toll. :P

Basically, you'd be best off trying any you're interested, one at a time, and seeing how you like the experience. It's really the best (only?) way to know for sure.

I like Fizze! a lot. It's sort of like Spell Failure Chance, and it's sort of like Sorcery's Toll, and I don't believe it's incompatible with Chargeable Spells (Though it could base your chances on when you started casting, meaning it would be). Highly configurable, highly compatible, it's lovely.

I believe that the three are all mutually compatible. I could be wrong.

Also, it might sound odd coming from me since I wrote Sorcery's Toll, but I think Audacious Magery actually implements pretty much all the features of both ST and Spell Failure Chance in an integrated, INI-customizable way. So you may want to look into that instead.

+1 for tejon's Fizzle. I love ini configurations.

Of the OP's three, I've only used Sorcery's Toll. I stopped using it when I found something about it to be buggy... I can't recall what it was though, as this was a year or so ago.

I've had this game since shortly after it came out and I have yet to finish the main quest. I'm constantly coming across new mods or thinking of ideas for my own tweaks, and then I want to start all over again to try things out. And each time I think that the last change I made was all I needed to make the game feel right to me. I've probably spent more time in the CS tinkering than I have actually playing.

I played on console first and so had over 1000 hours of gameplay before succumbing to the disease.
