Great idea, pretty sure with the perk system your summons will become closer to being permanent. However, wouldn't that make Conjuration level up slower? Well, I guess you could spam your summon spell until you acquired the desired Conjuration level, which would be boring. I hope that you gain exp on things like how many creatures your summoned minion killed or experience gained per hit dealt, not on cast alone.
I also had other few thoughts in my head: If there are 80-85 spells in the game, how many are "Summon X" spells?
If it's one spell named "Summon", does it scale with level, i.e. "Lvl 12 is Skeleton, Lvl 87 is Dremora Lord"?
Will all your summons be damage dealers?
Will they be obedient all the time?
Will the game give NPCs a name based on what it will classify you as depending on what you summon the most, i.e. "Mostly Undead = Necromancer"?
What different kinds of ways can the same summon spell be casted based on how long the button is held down?

Yes for the ability to somehow attain permanent summons.
