Dreughs: Altmer of the sea?

So I was reading The 36 Sermons of Vivec, and I noticed an interesting line in http://www.imperial-library.info/content/morrowind-thirty-six-lessons-vivec-sermon-twenty-eight:

"Since he no longer trusted the Altmer of the sea, Vivec gave the carapace of the monster to the devout and loyal mystics of the Number Room."

The line in question is referring to how the Dreughs said they'd keep the Ruddy Man from attacking the Dunmer, which turned out to be a lie. Anyway, I just found it interesting that the Dreughs would be referred to as such.

What does it mean, exactly? Are Dreughs some other, non-Maormer breed of aquatic elf? Or is it some kind of allegorical way of calling the Altmer a bunch of liars?

To add fuel to the fire, the mythic dawn commentaries say the entire world was once ruled by dreugh. If true, it must have been when Molag Bal was their king before the Fall of Lyg, ie the Dawn Era. This would put them in Aldmeris, so perhaps "altmer of the sea" is not too far off.
