I followed your fixes and I think I got it all installed right. I'm still not sure what I'm doing with the bashed patch but I kinda mulled through it and managed to run Oblivion for an hour with no problems. Im not really clear on the whole activated and not thing what to check and what not to. I ran BOSS and let it do its thing.

Also I had a few questions of things I'm unclear about.
I didnt use OMOD for anything when do I need to use this?
Do I need to have wrye bash running while Im playing Oblivion?
How would I go about installing other recommend mods?
Should it be done with OMOD or do i add them into wrye bash and rebuild a new bashed patch?
