Try the http://tesnexus.com/downloads/file.php?id=20840 and http://tesnexus.com/downloads/file.php?id=12987 mods. Make sure you read their Readme files thoroughly to get the best use out of them.

The game can't handle "hundreds" of NPCs. I believe to maximum number that can be in combat is 16. In any case, http://tesnexus.com/downloads/file.php?id=3821 has spells to summon groups of Bandits and Marauders. That's the only one I know that summons multiple NPCs at once.

I tested this out in a mod I was working on (before I lost it to a virus). I had 25 enemies in a room. When combat started, 16 came after me and nine just stood there like idiots. When I eliminated one of the attacking ones, one of the nine "idiots" came after. That continued until all nine "idiots" had entered combat to replace some of those I had eliminated. There may be a setting somewhere to change that. If so, I don't know what it is.

Sounds like movies like Blade, except in the movies only two actors fight at a time when the rest stand there like idiots.

It's AI overload. As I recall, someone took a boatload of NPC's, stripped them of all but the most basic combat AI, placed them in a worldspace that was just flat terrain, with nary a tree to be seen, and set them at it. It actually worked. Keep in mind, that this was a HIGHLY controlled test, and took some time to set up properly. Not something that is just going to 'happen' in game.
