Political Imperial Heirarchy in Skyrim

I know there has been some minor discussions of politics but I don't think there has been a thread devoted to politics. Anyway I am curious what people predict about the Imperial Hierarchy in Skyrim? Will there be counts that are in charge of different counties divided around the land (like in Cyrodil) and will there be powerful Dukes in charge of large areas. I know Skyrim has less Imperial presence than some provinces, but there must still be some command structure. I know I always loved the political aspects of Tamriel so I hope Skyrim has it well developed. What is everyone's prediction and hopes about the Imperial Hierarchy and other politics in Skyrim?

Why is that the prediction? I am not a lore expert but I never heard that yet. I personally love the Empire and I hope it remains.

Nordic rulers who inherited possesion of territory rule the Northern Regions. The Southern Regions are governed by, what the Nords like to call, Mooks. They're the Imperial counts and countesses that were voted into power. Each respective fief of land is called a Hold, presumably dictated by a single baron. I read that on an article. Not exactly sure if all the Mooks will be Imperials though.
