Strange problem with Deadly Reflex 5

I'm hoping someone can tell me how to fix this, as DR 5 is one of my favorite mods. I'm reinstalling Oblivion to a new system and for some reason DR isn't working right. I have OBSE 0018 installed, the Unofficial Patches, and a few other small things like Alternate Start revamped, and some OBSE addons (Elys Silent Voice, Crash Prevention System). When I go to start a game or load a game after initializing DR 5s OMOD I get the first dialogue box prompting me to choose a key for the Shield bash command, I click ok, hit a key, and nothing happens. The rest of the mod never finishes initializing. Its really irritating as I've used it extensively on my older system, with a lot of mods running concurrently.

(answer from mobile..) Unless a message from another mod is blocking DR message (unlikely if you get the first message), it means your Obse is not running. Somehow this is the case, even if you are sure it is running, doublecheck, this is a very common question and the answer is always the same. Did you remember to patch the game? Official patches? Also, did you remember to run the from obse_loader.exe? :)

I'm running the latest Steam GOTY edition v1.2.0416. I've got OBSE v0018 installed to Oblivion's directory and the three .dlls in the main directory as the installation instructions tell me to...

"1. Copy obse_1_2_416.dll, obse_editor_1_2.dll, and obse_steam_loader.dll to your Oblivion directory. This is usually "C:\Program Files\Valve\Steam\SteamApps\common\oblivion". 2. OBSE will automatically be run along with Oblivion when launched. To disable this, rename or move obse_steam_loader.dll. You do not need to use obse_loader.exe unless you are running the editor.".

Its the same setup as I had on my old system which worked just fine. Hrmm...

A simple test is to try some Obse command in the console. If you get an error message (command not found or something) Obse is not running - I don't know anything about the Steam version. But try this (most obse commands wont print anything in the console, so I chose this so you can tell if it works even without the error message): drop your weapon on the ground, open console, click the weapon. Type "setAttackDamage 1000". Pick up the weapon, and see the damage value in the inventory. Note: you just set the base damage - the value you see wont be 1000 in any case. Just see if it raised A LOT. If not (you probably saw the error anyways) nothing happened cause Obse functions are not loaded, Obse is not running. Why, I'm afraid I don't know. :(

Hrmmm.... the console gives me an error message and the weapon doesn't seem to have changed at all. :(
