The big question for me is this:
Will dragons be fleshed out characters with some amount of depth or will they be instead generic one dimensional angry/evil villains?

I'm hoping for the latter, though Tod's "dragons aren't nice guys" comment doesn't get my hopes up. If I don't get my hopes up, I can't be disappointed if they do have depth though! The worst case scenario for me is that it will be a dragon extermination quest.

Dragons always have been able to talk in the series.
