I don't think Bethesda will make High Rock an expansion. Because "THIS IS SKYRIM!!!" and High Rock is a different province.

Well since they still use (DAMNIT) the amount of Voice acting from OB you'll either need voice actors or else it'll seem strange that everyone in High rock are speaking silently while in Skyrim they got sound...
but it'll be better than no high rock and as long as Orsinium ain't included (ORSINIUM GOTTA BEAT UP 'EM BRETONS AND TEACH 'EM THAT THEIR LAND IS A PRIVATE COUNTRY!)...
