I don't think anything has been said on weather affects in Skyrim beyond the confirmation of dynamic snow, but considering that changing weather was in past games, I'd assume it will also be in Skyrim as well. Granted, Fallout 3 didn't have it (Locations tended to have their own weather but it wouldn't change dynamically over time.) but in that case, it could be that Bethesda just thought it would fit better with the whole post apocalyptic wasteland feel rather than it just being lazy game design, I'm inclined to disagree, of course, but I'm not the one who decided to design the game that way, but back to Skyrim, there's really no reason why Bethesda should remove dynamic weather except for laziness. Past games could do it just fine, so with Skyrim's improved engine, there's no reason it should be able to, especially since they're apparently programming the new engine themselves, therefore, they should be able to design it to fulfill their needs and shouldn't have to worry about being constrained by its limitations, if Skyrim can't have dynamic weather, it's due to either laziness, or incompetent programming.
What I'm concerned about is how, or if, the weather will be improved, we've heard about dynamic snow, but what will we get to make other weather types better? If nothing else, I really hope Bethesda fixes the rain going through objects, many other games that have dynamic weather avoid this, in fact, even Morrowind can if you install the Code Patch. It may have been acceptable back in Morrowind, but if we still can't seek shelter to keep dry in a rain storm because the rain magically goes through buildings in 2011, then I'm going to be dissappointed.
