I'm just a little lost about this so do any of ya understand the difference from Dovahkiin then that of the Emperors blood line?

Dovahkiin is just dragonborn the septims are just one line. There are others

Ok, first, it's spelled Dovahkiin. And I'm pretty sure the one in Skyrim has no relation to the Septim line.

Seeing as your PC can be any one of ten different races I would say no. Can human races interbreed with the beast races and elves?

Yes, but their offspring is of the mother's race.

I doubt if it will be specified in-game, meaning you can decide yourself.

Mer? Yes they can. That was how the bretons were made; centuries of nede and aldmer breeding together in a semi-closed area. Beast races? Unknown at this time.
