I don't think Character development really fits in a game about being whatever character you want. I mean, try to play a Robin Hood type character in, say, Mass Effect. Good luck stealing from the rich to give to the poor.
I think that gamesas might be able to have better quest writing so that characters are developed more, but definitely not to the extent of a Bioware game. It's not really that easy to write as much dialogue as there are possible character types. This is why the TES games never have the player character speak, because doing so might contradict some player's perception of their player character.
