So according to the wiki in order to do his subquest i have to talk to three people one of which is Ranger Andy in Novac but APARENTLY i cant talk to andy before i have raul or it wont work i kinda read up on that to late. Is it true or is there something else that can start/continue the questline? (It hasnt been offered yet im assuming talking to the three people starts it)

anybody? please? i really wanna get this guys quest and its REALLY starting to piss me off that i do quests and i fail other ones and im afraid to explore for fear of breaking further quests.

I think OP want to get the armor, in which case one of the updates(not sure which one) has broken that quest. Hopefully it won't stay broken like Beth did with targeting grenades in FO3
