In order to get the Pimp-Boy, you have to complete at least the part of the mission "For the Republic Part 2" which includes Col. Moore ordering you to deal with the Omertas. After you've "dealt".... with them, then go over to Mick and Ralph's and let Mick know that the Omertas are willing to purchase weaponry from him. He will give you the Pimp-Boy as a reward.
