how to i buy inplants to rais stats

i got 9end. and 9 int. and im lv 4 but dont know where to find them inplants can someone tell me how to find them pls ty

New Vegas Medical Clinic. Just east of New Vegas. They cost 4,000, 8,000 or 12,000 depending on which implant you're getting.
