What's the new innovation to factions?

Guilds need to have a bigger impact than solely being a source of quests. In general this game needs [more] choices and consequences.

right, example:
declining a task may result in it being given to another guild member, there is a chance to redeem it but you have a hour long window of time to catch up to the fellow guild-ie and either persuade or threaten him/her depending on how that event goes you either got the quest back, lost the quest, or get kicked out of the guild for assaulting or killing a fellow member [which could have even more drastic results if you choose the latter].

Few things i think they are gona improve are:

Less time in Guild halls. Fighters Guild people should be out escorting Merchants on their travels and killing threats to innocent people and even wiping out bandit camps. Also like TDB should be out killing people, hopefully random generated so it does not come at the count of NPCs in the game.

Second:

I hope Radiant Quests will be the name for this. At the end of each Questline there should be infinite amount of simple random generated Quests like there were in Fable For example Slave rescue quest was a random generated quest. In it you had to go to a slave camp and kill enemies and free the slaves. And for the counter there was also a quest where you led people to the camps for money.

and Third:
(this one is most unlikely in)
Max attainable floor in Guilds. Like if your the head of Mages Guild you should not have the time to be the head of Fighters Guild leader on The Dark Brotherhood and Gray fox.

that makes perfect sense to me, but i think that should just be how it is in the beginning, untill you have built up enough of the guild to where its more self sufficient, like delegating tasks to an assistant. then as the guild grows under your watch you have more free time.
or if you take the other route and be a total bastard then you can slack off and run the guild into the dirt.

I think, and hope, that it might be something similar to what we have been told about with Perks. You can't get them all the first time around. Maybe the Guilds have skill requirements now and therefore if you are a heavy stealth based chap you can't rise the ranks of the FIghters Guild. I remember the ridiculous mechanics in OB where by you could be head of the Mages Guild and be completely poo at magic.

It would help if you couldn't become Guild master of everything.

For example, I like to have a certain CH for a certain Faction. Maybe You can only get so far in something if you are already so far in something else?

But I definitely think that mercenary's will be in, different gangs and such, also, the Bandit armor from GI suggest you can be a bandit?
