Just head into one of their camps and ask the commanding officer if he/she has any work.

If you're serious about helping the NCR, as in wanting to follow their path in the main quest, go to the NCR embassy on The Strip.

It is actually nearly impossible to avoid aiding the NCR unless you go Legion. The NCR are everywhere and they ALL need your help.
