But you will not be able to use them all on one character though. The only way that I know if, is playing all those games seperately, at least on PC anyways, since each PC game needs a seperate Steam account. For the PS3 or 360, I guess you can use them all but why would you buy 4 copies just to get the DLC for one account?
You can use them all on one character. Remember, even though places like Gamestop only stock console games, you can still preorder PC versions of games from them and get their specific pre-order pack. The pre-order packs are .esm or .esp files, just like a mod. You turn them on in the launcher like you would for other DLC for Fallout 3 and when you start the game or load your save you will have all the pre-order items in your character's inventory. If you had 4 different pre-order pack codes you would have 4 different .esp or .esm files to check on or off as you wanted in a single copy of the game.

You can use it for every character you make. It is not a one time use object. The pre-order code lets you download an .esm or .esp file that can be checked on or off to enable and disable depending on what you want to do for each character.
I am wundering if the pre order bonus will become avaliable to buy as DLC later on. It would make sence that we all would be able to get it eventually.
In an interview yesterday Pete Hines mentioned that they may very well offer the pre-order packs for sale as DLC at some point in the future.
