I have 200+ mods, my most recent installs being Natural Weather 1.1 (though I had 1.0 in the past with no problems).

The problem is that my NPCs hair is flashing - like it has bugs in it - and it randomly changes colors every 5 seconds or so. The eyes also change colors every 3 seconds or so.

This is so weird (unlike googly eyes and other common problems) I thought I'd ask what could be causing this? I use OBMM, B.O.S.S., etc. and have a BASH patch of course and have rebuilt the patch after the new install.

Any help would be appreciated.

It sounds like a mod conflict. Post your load order so we can determine what might be causing it.
