What I would like to see as soon as the game is released are:
1. SkyMM - equivalent of OBMM
2. Wrye Slash - equivalent of Wrye Bash (hope Wrye will come back from retirement or someone else with knowledge will adopt this crucial tool!)
3. SkySE - equivalent of OBSE
4. Plugin for SkySE
5. SkySR - equivalent of OSR
6. BSSS - equivalent of BOSS
7. TESVEdit, TESVLodGen, TESVView

Hope these will be among the first things to appear.

As long as I can design my dungeon(s) as good as (or better than) the Bethesda dungeoneers, I am happy. I've already started planning out my Uberdungeon. I designed a house in Fallout 3 called Malvilla Manor, but I had barely gotten into serious designing and I thought that house was crap. Great detail, good layout and the perfect size, but a little sloppy nonetheless.

For Skyrim I will go even deeper into it, and I've also started making more concrete plans for doing game design as a serious career choice (world designing and writing/plotting, in my case).

I'm reasonably sure that, regardless of how improved the creation kit and in-game mod managing tools are, modders will still find other things they want. So I expect to see SKMM and SKSE. And those are the only things I've used, so I can't comment on anything else. :)

We will need some sort of exporting ability, either official or fan made, otherwise modding will never take off to the levels of Oblivion/Morrowind. I'm hoping that with all in-house technology Bethie will be able to release an official 3ds max exporter as they did with TES 3.
Also with the new in-house trees which I believe replaces Speedtree wecould use sort of tree generator ala SpeedTree SDK.

Hopefully this means Bethesda will ensure modders can do as much as possible. Nehrim proved that it's up to modders to bring TES games to the next level.

Indeed, I would like an adaptation of the .omod from the OBMM. Something that automatically packages the .esp and any additional files needed like models and textures into one easy install file.

It would be nice, but Beths development tools aren't made for managing hundreds of mods. I do hope they do a better job with their DLC's now, which broke quite a few things in the main game.

Huh? What are you talking about? Conflict detection: TES4View/TES4Edit can do exactly that. Mod managing: Wrye Bash or Oblivion Mod Manager.

I just hope exporters for models and a NifSkope-ish program are available soon so we can start porting our own stuff.

I'm guessing that Skryim won't use NIF as its file format so hopefully we'll get more than just an exporter and they'll either use a common format or at least if its proprietary we'll get some real documentation on the format. I really hope we get some info on this soon. File formats and such would have had to have been finalized a looong time ago :)

I would love and HOPE that the creators of these mods and many others can come together to crate one robust program that does all of this and then some, include a modder version that includes nifskope and other such things and a player version that only has what you need to play your mods (manager, installer, script extender, conflict detector).

Also I hope that the Creation Kit will come with a simple way of turning larger mods into .exe files.

I think I'll let the actual programmers of this community that grace us with their presence decide what we do or do not need. They have done an increasingly thorough job with each release so I feel we will be in good hands.
