Do you get to raise skills upon levelling up?

In The Elder Scrolls games the player has historically raised their skills by performing skill-related actions. In Skyrim, when you level up, will you be given further opportunity to increase your skills, in a similar manner to Fallout 3, where upon level-up you have a certain number of "skill points" to spend? Or will all of your skill increases be made the old-fashioned way by performing actions? If it's the latter then Bethesda have a got a job on their hands balancing the skills so as to make them take a similar amount of time to increase.

You level up by increasing your skills. The same as its always been. When you level you get to raise either strength, magicka, or stamina.

And choose a perk, which augments a skill.

You level up by increasing your skills. The same as its always been. When you level you get to raise either strength, magicka, or stamina.

Correction: that's an automatic boost in health plus an additional boost to health, magicka, or stamina.

As of now, perks are simply arguments. It's not fallout yet.

Yes, stamina, that's right , not fatigue, lol... as seen in screenshot (skills)... Fatigue is from OB...
