i recieved the quest from eddie i went to chavez killed him and when i went back the powser shooted me on site -Is this quest bugged ? what can i do ?

Try wearing normal clothes perhaps? I know scouts and guards in factions can see through a disguise so there might be a bug in the game where they see through your disguise and automatically presume your hostile if your on a average relationship with them.
